4. His Majesty's Consul has furnished me

with a note (copy enclosed) of a suggestion for

a solution of this question which was made by the

Chinese representatives as a personal suggestion

during the discussion between His Majesty's

Legation and the Chinese Government which took

place about a year ago in Peking regarding the

best means of giving effect to the proposals for

Treaty revision communicated by His Majesty's

Legation to the Wai Chiao Pu on January 28th,

1927.

The Chinese suggestion seems to offer

a reasonable solution of the question, and I

have the honour to ask whether I may make a local

arrangement of the kind suggested, for application

in the Shanghai Provisional Court only, without

prejudice to the general issue.

Since the meeting of the Consular Body

above referred to, the Netherlands and Fortuguese

Legations at Peking have refused permission to

their respective Consuls General at Shanghai to

make a local arrangement of the matter, but for

my part I am prepared, if you agree, to take

action alone and to see whether a solution ad how
